Is there a shorter process to recruit nurses to the US?

Yes. However, this requires the healthcare organization to verify that they are recruiting international nurses to fill positions that require a baccalaureate degree. This allows the candidate to apply for an H-1B visa and travel to the US without a green card. The nurse then needs to take the NCLEX-RN within six months of arrival to become fully certified to practice. Should the nurse not pass the licensure exami within twelve months of arrival, the employer may have the obligation to pay for transportation back to the Philippines.
